HARBOR, OREGON PAIR ARRESTED IN MAJOR BUSTTwo Harbor, Oregon residents wanted by federal agents for their involvement in a major methamphetamine trafficking operation were arrested Thursday by local authorities.
Fred Luther Ladd, 52, and Cheryl Ann McGinnis, 48, were arrested without incident by Brookings, Oregon Police Department officers and Curry County, Oregon Sheriff's Department deputies in the parking lot of the South Coast Center.
Brookings, Oregon Police Lt. John Bishop said Ladd and McGinnis were charged with distribution of methamphetamine and conspiracy to distribute methamphetamine.
Bishop said Oregon officers have been working with the Drug Enforcement Agency (DEA) as part of a joint task force trying to stop the meth operation that was capable of producing hundreds of pounds of "unique, high quality" methamphetamine known as "God's Dope."
Bishop said the investigation into the operation was started four years ago by the DEA in Colorado and included Texas, Wyoming and other western states. Two years ago Brookings Detective and SCINT officer Ron Plaster joined the investigation into the meth operation.
"Numerous surveillance and undercover operations were conducted in the Brookings-Harbor area," Bishop said. "Sheriff's deputies also assisted when time permitted and units were available."
Bishop said the break in the case came in September, 2003, when Southern Oregon Botanicals Nursery owner Dave Reynolds, who was the major focus of the investigation, was located at Emanuel Hospital in Portland with third-degree chemical burns over 75 percent body. The burns had been caused by a meth lab explosion at his lab in Murphy, near Grants Pass.
At about the same time, the DEA was called to a U-Haul truck that overturned near Redding, Calif, and was loaded with glassware and chemicals used in the production of methamphetamine, PCP and Ecstacy, Bishop said.
"Also located in the vehicle towed by the U-Haul truck was approximately six ounces of methamphetamine and three-fourths of a pound of ecstacy," he said. "All this was linked back to Reynolds who was the person in the hospital with burns."
Reynolds succumbed to his burns on Sept. 16, 2003. He was 51 years old.
Bishop said the two Harbor residents were arrested Wednesday as a result of the ongoing investigation, and more arrests are expected.
Plaster said the meth produced by Reynolds was called "God's dope" because it averaged 85 percent purity and above, something very rare in the meth world, as most batches produce only 20 to 30 percent pure meth. Plater said during the investigation 98 percent pure methamphetamine was seized in the Brookings-Harbor area.
Ladd and McGinnis lived at a residence on Pedrioli Drive in Harbor, Oregon but fled in November, Bishop said. Local tips helped Oregon authorities locate the pair, who had altered their appearance since they had last been seen.
After their arrest, the fugitives were transported to Medford by DEA agents and indicted in federal court
Plaster said it was one of the largest operations in Oregon history.
"They distributed meth by the hundreds of pounds in Wyoming, Texas and Oregon," Plaster said.
Reynolds was making and shipping the high quality meth out of his business in Murphy, Plaster said.
"It was the best meth I've seen in my 22 years," Plaster said. "He was an extremely good cook, but not careful. He had an ‘old school' lab capable of producing hundreds of pounds of meth. He had six meth labs at one time."
Plaster said Reynolds was responsible for supplying all the major meth dealers in the Brookings-Harbor/Crescent City area.
Police Chief Chris Wallace called Thursday's arrests "great work" and said the case is another example of how widespread the methamphetamine problem is.
"It shows that, no matter how big or small the communities you live in, you have to be vigilant in trying to remove this drug from your community, which is why I assigned our narcotics detective full time to this case," Wallace said.
